TBC Signs Declaration of Intent to Promote Producer Responsibility and Climate Change Adaptation Toward Sustainable Packaging Management in Support of Thailand’s Net Zero 2050 Goal.
On 1st October 2025, Thai Beverage Can Ltd. (TBC), led by Mr. Saroj Chayavivatkul, President, joined the Ministry of Natural Resources and Environment, along with government agencies and members of the Aluminium Can Supply Chain, in signing the “Declaration of Intent to Promote Producer Responsibility and Climate Change Adaptation Toward Sustainable Packaging Management in Support of Thailand’s Net Zero 2050 Goal.” The signing ceremony took place at Meeting Room 210–211, Queen Sirikit National Convention Center.
The event was presided over by Dr. Chayanan Pakdeejit, Permanent Secretary of the Ministry of Natural Resources and Environment. Opening remarks were delivered by Dr. Witoon Simachokedee, Chairman of the Resources Management for Sustainability Foundation (3R), followed by a report from Mr. Pavich Kesavawong, Deputy Director-General of the Department of Climate Change and Environment. Representing the aluminium can manufacturing and management industry, Ms. Kitiya Santaveesuk, Associate Vice President of Thai Beverage Can Ltd., presented a summary of the five-year progress under the previous “Collaboration for Promoting Recyclable Beverage Packaging Production in Thailand.”
This new partnership marks an important step toward developing a comprehensive circular packaging system, connecting every stage—from production and consumption to collection, sorting, and recycling. The initiative aims to reduce residual waste and industrial greenhouse gas emissions. The 3R Foundation will coordinate collaboration among government, private sector, civil society, academia, environmental organizations, and public media, driving efforts in research, development, and sustainable packaging management based on circular economy principles. The cooperation also aims to reduce industrial carbon emissions from upstream to downstream, expand implementation to local areas, promote effective waste segregation, and support the development of sustainable packaging legislation under the Extended Producer Responsibility (EPR) framework.
The private sector, represented by the Aluminium Can Supply Chain, includes: Thai Beverage Can Ltd. – aluminium beverage packaging manufacturer, Thai Beverage Recycle Co., Ltd. – used packaging collector, Anglo Asia Trading Co., Ltd. – aluminium recycler, UACJ (Thailand) Co., Ltd. – aluminium sheet producer along with leading beverage producers such as Thai Beverage Public Co., Ltd., ThaiNamthip Corporation Public Co. Ltd., and T.C. Pharmaceutical Industries Co., Ltd. Together, these partners will drive sustainable beverage packaging management through the “Aluminium Loop”, a transparent and traceable Closed Loop Recycling system. The initiative will also provide industry data to support Thailand’s Carbon Border Adjustment Mechanism (TH-CBAM), moving the country toward its Net Zero 2050 target.
The cooperation outlines three key strategic directions: Developing a comprehensive aluminium beverage packaging database and management system, along with a greenhouse gas accounting system aligned with international standards to support TH-CBAM and Thailand’s national climate policies. Using the Aluminium Loop Closed Loop Recycling model as a benchmark for other industries to establish new standards in sustainable packaging management. Lastly, improving waste management in sensitive areas through behavioral economics applications, encouraging consumer behavior change and accelerating coastal waste management system development in line with the “Clean Sea” standard.

This collaboration not only serves as a mechanism for sustainable packaging management but also stands as a symbol of cross-sector synergy, raising environmental standards, reducing greenhouse gas emissions, and enhancing the competitiveness of Thailand’s industry in the global market—reinforcing the nation’s path toward a stable and sustainable Net Zero future.
